Cascade Policy Institute (John A. Charles) has researched extensively the Portland subsidies for TODs.  One of their reports itemizes the subsidies per TOD. The downtown TOD was subsidized with $10,000 per year tax credits for 10 years, total $100,000 subsidy per unit.( What is particularly astonishing for Honolulu is that the Governor and unions are talking about $150,000-$250,000 subsidies per  unit for low income and affordable housing - higher than Portland's subsidies.)
